As the sirens wail and the clouds of dust start to clear, the streets of Toronto are quiet. A strange calm prevails as a cloud of uncertainty hangs over City Hall and the businesses that call it home.

That calm may soon be shattered as a powerful opposition calls for a two-tiered city council, dividing Toronto into two separate municipalities and carving up city-owned land in a way that would give the downtown the exclusive rights to pretty much everything.

An amendment to the City of Toronto Act would give this new Toronto municipality the ability to decide whether to “open” the lands of the downtown core and allow those selected to sell them off as individual properties. As Toronto gears up to take on this mammoth task, what would the repercussions be?

The Toronto Region Board of Trade is suggesting that if a portion of Toronto is put under another council’s jurisdiction, that new council should be given the power to sell off as much of Toronto’s land as they deem necessary, including the provision of services.

Bylaw may be a technical term, but it has deep implications, and the TRBOT isn’t kidding around.

“It’s a way of changing the fundamental structure of Toronto’s governance without changing the structure of Toronto’s governance,” said Jerry Barlow, president of the TRBOT. “It’s a way of changing the rules, so to speak, without changing the rules, which is a lot more difficult than doing it the other way.”
